A parcel may have acreage, industrial zoning, highway access, and an attractive land price, yet still fall short on power delivery, cooling, water, fiber, permitting, or expansion capacity.

Fiber deserves its own validation process. A site may have connectivity but still lack multiple carriers, carrier-neutral access, physically diverse routes, redundant entry points, low-latency service, or room for future bandwidth growth. If separate connections share the same physical route, the apparent redundancy may not provide the operational protection your facility requires.

Incentives can improve the financial comparison between locations, including potential property tax arrangements, sales tax treatment, infrastructure support, utility-related assistance, or workforce programs. Still, incentives should remain secondary to operating viability. A strong incentive package cannot fix a multiyear power delay, insufficient water capacity, limited fiber diversity, or a site that cannot expand.
Plan Beyond the First Data Hall
A site should be tested against the full campus plan, not simply the first building. Capacity that works for an initial data hall may not support additional halls, higher-density equipment, more cooling, expanded backup generation, or future customer demand.

Will future growth require another substation, transformer, transmission improvement, or distribution upgrade? Can water, wastewater, fiber, security, parking, and construction access grow with the campus?

Manufacturers, battery plants, semiconductor facilities, and other power-intensive operations may be competing for the same regional resources. Reviewing large planned users, industrial expansions, substation constraints, transmission work, and anticipated generation additions can provide a clearer view of long-term capacity.
Physical site due diligence remains equally important.
