A manufacturing site can look strong on paper. It may offer available land, highway access, utility capacity, development incentives, and room to grow. Still, those advantages cannot make up for a labor market that cannot supply the people needed to run the operation.

For that reason, we study the realistic labor shed, or the area from which employees are likely to travel to the facility. A site in a smaller community may have access to a much larger workforce within a practical 30- or 45-minute drive. On the other hand, a metropolitan site can face real hiring pressure when congestion, competing employers, or difficult commutes shrink the usable labor pool.
A useful labor shed analysis considers:
Where workers currently live and where they travel for work
Commuting inflows and outflows
Population centers, transportation routes, and existing industrial employment hubs
Current workforce participation and potentially available workers
Drive-time differences for daytime, evening, and overnight shifts
Ten miles can be an easy commute in one area and a frustrating trip in another. Bridges, terrain, traffic patterns, highway access, and road configuration all shape employee decisions. Third-shift workers may also view a 45-minute commute very differently than daytime employees. Reliable travel conditions can affect attendance, retention, and shift coverage over time.
Look Beyond Wages to Workforce Risk
Compensation matters, but it should never be the only workforce measure in a site decision. We often see locations appear attractive because average wages are lower, only to reveal tougher hiring conditions once a company begins recruiting at scale.
The broader cost of labor includes more than hourly pay. It can include benefits, recruiting effort, onboarding, training, overtime, turnover, temporary staffing, relocation assistance, and the operational impact of delayed hiring. If a facility struggles to fill shifts, an early labor advantage can fade quickly.
Employer competition is a major part of the analysis. We review existing manufacturers, distribution centers, logistics operations, data centers, construction activity, announced projects, and employer hiring plans that may draw from the same workforce. A market can look balanced today but become much tighter when several industrial employers begin hiring at the same time.
Future risk also deserves careful attention. Population growth or decline, migration, retirement exposure, working-age demographics, housing supply, transportation access, and planned industrial investment can all change a labor market. We recommend using a consistent workforce scorecard across finalist sites so leadership can compare conditions clearly rather than relying on a single wage figure or unemployment measure.
Connect Training, Housing, and Future Supply
The best manufacturing markets do more than provide workers today. They also have the ability to develop, attract, and retain employees as the operation grows. Training resources should match the operation’s real needs. General workforce programs can be helpful, but targeted programs in industrial maintenance, CNC machining, welding, robotics, automation, electrical systems, mechatronics, quality control, and engineering may provide greater long-term value. We examine technical colleges, community colleges, universities, high schools, apprenticeships, registered apprenticeship programs, industry certifications, and employer-led training resources.
Housing belongs in the same conversation. New employees may need rental housing, workforce housing, temporary accommodations, child care, and workable commute options. If housing is limited or becoming less affordable, attracting workers from outside the immediate labor shed becomes harder. Strong labor statistics do not always translate into reliable hiring if employees cannot find a place to live within a manageable distance of the facility.
A long-term view is important. The right question is not only whether a market can support opening-day employment. It is whether population trends, training capacity, housing development, migration, and employer activity can support the facility five, ten, or twenty years from now.
